Is There Sales Tax on a Kitchen Remodel in Doral?
Is there sales tax on a kitchen remodel in Doral? Not as a line on your invoice when the job is sold at one price. Under Florida's rule the contractor is the final consumer of the materials: it pays the state's 6% and Miami-Dade's 1% when it buys the cabinets, counters and tile, and that cost sits inside the price. The 7% reaches you directly only when materials are sold to you separately, or an appliance carries its own price.
How Florida Taxes a Remodel Contract
Florida decides whether a remodel is taxed by how the contract is priced, not by what gets installed. Rule 12A-1.051 of the state's administrative code sorts remodeling contracts into a few pricing forms: a single lump-sum price, cost plus a fee, a guaranteed maximum price, or time and materials.
Under every one of them, the contractor is the "ultimate consumer" of the materials. It pays sales tax to its suppliers on each purchase and, in the rule's words, should "charge no tax to their customers, regardless of whether they itemize charges for materials and labor in their proposals or invoices." A quote that breaks the job down line by line still carries no sales tax line. The breakdown shows what you are paying for; it does not move the tax onto you.
The exception is what the rule calls a "retail sale plus installation" contract. In that form every material is itemized and priced before work begins, and you take title to the materials, along with the risk of losing them, when they are delivered. The contractor then charges tax on the materials, though not on the installation labor. A contract that itemizes some materials and leaves others out does not qualify.
Cabinets, Counters and Appliances
The same rule draws a second line, between what becomes part of the house and what stays a piece of equipment. Built-in cabinets, counters and kitchen sinks are fixtures. Once installed they are real property, so the tax the contractor paid when it bought them is the end of the story. Freestanding cabinets and household appliances sit on the other side, with one qualifier: an appliance counts as part of the house only when it is "built in and directly wired." A wall oven wired to its own circuit qualifies. A freestanding refrigerator that plugs into an outlet does not.
Inside a full remodel, that difference matters less than people expect. When most of a contract is real property work, the rule treats all of it that way, so the contractor pays the tax on a freestanding range or refrigerator too, and no tax is added to the owner's price. That changes when the contract gives the appliances separately stated prices. Then sales tax is charged on them, installation included.
Our kitchen contracts carry one price for the whole job, with the appliances inside it. The tax on all of it is paid when we buy, and it never appears as a line on your invoice.
When a Quote Shows Sales Tax
If one of the quotes on your table carries a sales tax line, where that line sits tells you what kind of contract you are holding.
A line under the materials alone usually means retail sale plus installation. The form is legal, but it hands you more than the tax: the materials are yours, and your risk, from the moment they are delivered. Ask who stands behind a countertop slab that cracks on site before it is set.
A line under separately priced appliances is expected, because Florida taxes those with their installation. A line across the whole job, labor included, is the one to ask about, because the labor that builds a remodel into the house is not taxed, however the contractor prices the job.
A price with no tax line is not missing the tax. It was paid on the materials and is already in the number. That is how the rule works in general, not tax advice; for a specific contract, ask the Florida Department of Revenue.
What 7% Means in Doral
The city levies no sales tax of its own, so the sales tax in Doral is the county-wide rate: the state's 6% plus Miami-Dade's 1%. That 1% is two half-cent surtaxes, in force since 1992 and 2003 with no end date, according to the Department of Revenue's 2026 surtax table. Some online rate calculators show Doral at 6.5%; the state's own table says 7%.
The county's share has a ceiling. Under Florida Statute 212.054, the surtax applies only to the first $5,000 of any single item. A $7,000 refrigerator bought at a Doral store pays $420 in state tax and $50 in surtax: $470, not $490.
Where This Fits in the Remodel
On a full kitchen remodel, the tax question is settled by the contract before the first cabinet is ordered. Any licensed general contractor can tell you in one sentence which pricing form a quote uses. We hold Florida license CGC1524886, so reading a quote that way is part of our job. If you are weighing two quotes now, bring them to our office at 8200 NW 41st St, Suite 200-4, Doral, FL 33166, and we will show you where the tax sits in each.
Frequently Asked Questions
Is installation labor taxable in Florida?
It depends on what is being installed. Labor that builds something into the house, such as cabinets, tile or plumbing, is not taxed on a remodel. The installation charge on an item that stays personal property, such as a freestanding appliance, is taxed along with the item.
Can you write off a kitchen remodel on your taxes?
Not on the home you live in, because a remodel is a personal expense. Its cost does count when you sell. IRS Publication 523 lists kitchen modernization and built-in appliances among the improvements added to your home's basis, which lowers the taxable gain on the sale.
Is there sales tax on a bathroom remodel or a new roof?
No separate line, as with a kitchen. Plumbing, tile, flooring and roofing count as improvements to real property under Florida's sales tax rule, so on a one-price contract the contractor pays the tax on materials, inside the price. A built-in vanity is treated like cabinets.
