One building decides most of it. Not all of it
Doral is a chartered city that chose to be its own building authority. That is why a project here is reviewed, permitted and inspected by people who work at 8401 NW 53rd Terrace rather than by the county — and why the address of the Government Center matters to a construction schedule at all. What it does not mean is that the county stopped existing. Some scopes still need a separate county submittal, filed by the applicant rather than forwarded on their behalf. Which side of that line your project falls on is the first question worth asking, and it is answerable before anyone draws anything.

The Doral Government Center is a single address that holds almost every department a construction project has to satisfy. The Building Department is on the second floor. Planning and Zoning, Code Compliance and Public Works are in the same building, along with the City Manager, the City Clerk and the City Attorney. One mailing address, 8401 NW 53rd Terrace, and a switchboard that reaches all of them.
That is worth naming because the alternative is the normal condition, not the exception. A project in unincorporated Miami-Dade answers to a regulatory department whose offices are split between the Stephen P. Clark Center at 111 NW 1st Street in downtown Miami and the Herbert S. Saffir Permitting and Inspection Center at 11805 SW 26th Street, roughly twenty miles apart and neither of them in Doral. A question that needs a plans examiner and a zoning reviewer in the same conversation is a logistics problem there. Here it is a corridor.
The counter is also literal rather than metaphorical, and its hours are the part contractors underuse. Permit clerks work the counter Monday through Thursday from 7:00 AM to 3:00 PM, with Friday by appointment. Inspectors are available for counter meetings Monday through Friday between 7:00 and 8:00 AM, in the hour before they leave on their routes. Plans examiners are available between 7:00 and 9:00 AM. Those two windows are the most valuable hours in the week for anyone with a live application, because they are the only time the person who will actually review or inspect your work is standing still and reachable in person.
None of that removes a requirement. It changes how long one takes to resolve, which on a residential build is the same thing as money — but only if somebody shows up, and only if the registration that lets them speak for your permit is current on the day they do.
The register nobody mentions until it lapses
Doral will not take a permit application from a qualifier it does not already have on file. Registration is its own process, with its own documents and its own expiry dates, and it is the single most common reason a Doral job starts a week later than the homeowner was told it would.
Six phases, and the first one starts at a counter
The sequence is the one we run everywhere. In Doral the weighting changes at both ends: the front of the job acquires a compliance check that has nothing to do with the building, and the back of it runs on the inspection department's clock rather than ours.

Discovery
We confirm the registration is active and which of its three expiry dates falls closest to your build window, and we establish whether the scope triggers a county submittal, before anyone is paid to draw anything.
Design and scope
Drawings are prepared for the city's digital intake: submitted by trade and discipline, flattened, unlayered and unlocked. A set that has to be re-uploaded has lost a review round for a reason that is not about the design.
Permitting
The city application and any county-side submittal are filed in parallel, not in sequence. Doral does run an early-start route under the Florida Building Code; what it will not buy you is an inspection, so it moves the start date and never the finish.
Demolition and rough trades
A recorded notice of commencement is posted on the job before the first inspection, along with the permit card and the job copy plans. All three are on the city's list of what the permit holder owes the inspector, and all three are checked.
Finishes and installation
Nothing that needs an inspection is closed up before it gets one. Inspections are booked online only, by a contact named on the permit, and an outstanding reinspection fee has to be paid before the next one can be scheduled.
Punch and closeout
Building inspections closed, permits closed, and the zoning inspection satisfied — which is a separate question, because it asks whether the landscape and site plan were executed the way the approved plan drew them.
From the Government Center to our office
Both addresses sit in the same corner of Doral's numbered grid, and the office is the one to the south. The Government Center is at 8401 NW 53rd Terrace, Building Department on the second floor. The license is the difference

The same license builds outside Doral
A city that runs its own building department changes the counter, not the trade. Additions, whole-home remodels and new construction across Miami-Dade, Broward and Palm Beach run under the same Florida general contractor license and the same six phases. Doral is one jurisdiction we are set up in, not a different company.
Building in the City of Doral
Does my contractor have to be registered with the City of Doral before pulling my permit?
Yes, and so does an owner-builder. The City of Doral requires contractors or owners working in Doral to be registered with the City, in one of five categories: county CTQB card holder, state certified, state registered, owner/builder, or private provider. Registration is separate from the state license and separate from the permit, and it is the cheapest thing a homeowner can check before signing. Since April 1, 2023, new registrations go only by email to the building records clerks, in PDF, and the qualifier must create a Citizen Self-Service login before sending them.
Does Doral issue my permit, or does Miami-Dade County?
Doral does, for the building permit itself. The city operates its own building department out of the Government Center rather than routing residential work through Miami-Dade Regulatory and Economic Resources, so plan review, the permit and the inspections are all city functions. The county has not disappeared: the building department states that applicants must submit directly for county-required permits, so a scope triggering an outside-agency review runs on two tracks at once. The consequence is scheduling rather than paperwork — the two tracks neither start nor finish on the same day.
What time do Doral inspectors arrive, and what happens if I have to cancel?
Inspectors typically leave the office at 8:00 AM to begin their route, and a cancellation has to be requested before 8:00 AM on the day of the inspection. Miss that window and the city says the inspection may not be approved and may incur a reinspection fee. Only contacts named on the permit can schedule, reschedule or cancel, and it is done online rather than by phone. The city publishes a live inspector's route so you can see where your job sits in the day's order — useful, but the order can change before 8:00 AM, which is why somebody has to be on site rather than watching a screen.
My community in Doral is gated. Does that change anything on inspection day?
It changes who is responsible for getting the inspector through the gate, and the answer is you and your contractor. The city's published applicant responsibilities include providing a gate code or access numbers for guarded properties, posting the site address so it is visible from the street, keeping the job copy plans and permit card on site, providing an OSHA-approved ladder where one is needed, and having a recorded notice of commencement posted. A failed inspection because nobody could get past a guardhouse still counts as a failed inspection.

Do you charge more to work in Doral than elsewhere?
No. One structure covers Miami-Dade, Broward and Palm Beach, with no distance surcharge and no minimum that moves with the address. Doral is where our own office is, which shortens the trip to the counter rather than lengthening the invoice. What changes here is sequence rather than rate: registration has to be current before an application is accepted, and county-side submittals run in parallel rather than after.
